Glass Railing Gaps and Child Safety

A barrier has to stop a child passing through it and stop a child climbing it. That means openings small enough that a young child cannot get through, no horizontal members acting as footholds, and gaps under panels controlled at the base — which is why frameless glass performs well on both counts.
Height gets all the attention when people talk about railing safety, but two other things decide whether a barrier actually protects a small child: what they can get through, and what they can climb.
Confirm the specific requirements for your project against the National Building Code of India (NBC 2016), the relevant IS standards and your local authority — they vary by occupancy, by height above ground and by jurisdiction. What follows is the practical shape of the problem.
Openings: passing through
The principle is that a young child must not be able to pass through any opening in the barrier, nor get their head trapped in one. That applies to the gaps between balusters, the gap under the bottom of an infill panel, and any gap where the barrier meets a wall, a newel post or a change of direction.
The gap at the base is the one most often missed. A panel that stops short of the floor leaves a continuous slot along the whole run, and on a stair the triangular opening between the tread, the string and the bottom of the panel needs the same attention.
Climbability: getting over
A barrier of the correct height stops being one if it can be climbed. The design rule is to avoid anything that works as a foothold in areas used by children:
- Horizontal rails between the floor and the handrail are the classic ladder. A run of horizontal wires or bars is easy to climb.
- Wide bottom rails, ledges and projecting brackets that give a toe purchase.
- Furniture and planters next to a balcony edge, which is a use issue rather than a design one but worth flagging to the client.
Why glass does well here
A full glass infill has no openings to pass through and no footholds to climb, which is precisely why it is specified so often on balconies where children are a consideration. The detail that matters is the base: how the panel is held, and what gap that leaves.

What to check on a drawing
- Every opening — between balusters, under the panel, at wall junctions and at the ends of the run.
- The stair condition, including the triangular opening at the bottom of a raked panel.
- No horizontal member that gives a foothold, in any area used by children.
- Safety glass throughout — see toughened vs laminated.

- Sign-off against NBC 2016 and the local authority by a competent person.
